In an interview with Guilherme Amado’s column in Amado Mundo, Durigan said the government of Brazil and President Luiz Inácio Lula da Silva had fulfilled what was defined in the law that established sports betting.
“The legislation mandated the regulation of the sector, which did not happen in the previous administration,” he explained. “We came into government with the sector operating for almost five years.
“We saw that they had entered football and advertising, and they have political and economic weight. Understanding that Congress would not prohibit the activity, we decided to put the brakes on and establish the rules.

“Just better margins,” he says of that decision. “I think it’s more defendable. It’s the area that fewer people can do well. So I think it’s more defendable margin, more ability to get long-term contracts and beneficial positions.”
Singles can be profitable, but parlay pricing requires the market maker to calculate the correlations between multiple outcomes and respond dynamically to individual requests. It is a skill set built over years in the sharper regions of the existing sports betting ecosystem.
Marantelli identifies White Swan and Susquehanna as two firms operating at industrial scale in parlays, with Jump Trading, Mojo and DL Trading among the possible leading group. What the president does not acknowledge is that the government relies on revenue from the sector. In just the first seven months of 2026, BRL8.747 billion generated by sports betting has already flowed into public coffers. The Federal Revenue Service estimates the total could reach BRL16 billion by the end of the year. In 2025, nearly BRL9 billion was collected from sportsbooks.
The burning question is where such funds will come from if Lula shuts down the betting industry. Yet, no one points out to him that players will simply migrate to the illegal market. Betting will continue to exist, but without formal tax revenue, oversight or player protections.
It will be up to the government to effectively curb the illegal market so the regulated sector continues to generate taxes and jobs while upholding responsible gambling practices. By riding the wave of criticism against betting companies, the government is diverting attention from the true cause of household indebtedness.
